Akufo-Addo pardons Ato Essien, Philip Assibit, Seven others

President Nana Addo Dankwa Akufo-Addo has exercised his constitutional prerogative of mercy to pardon several convicts, including William Ato Essien, the former Chief Executive Officer of the defunct Capital Bank.

The clemency was announced in a letter dated December 31, 2024, as part of an end-of-year initiative promoting reconciliation and leniency.

Background on Ato Essien’s Conviction

Ato Essien became a central figure in Ghana’s financial sector crisis following the collapse of Capital Bank, which was implicated in the 2017–2019 banking sector cleanup.

He was convicted of financial crimes related to the mismanagement and embezzlement of GH¢620 million in liquidity support provided by the Bank of Ghana. This mismanagement contributed to financial instability and a loss of public trust in the banking system.

In October 2023, Essien was sentenced to 15 years in prison after failing to fulfill the terms of a restitution agreement with the state. The deal, finalized in December 2022, required him to repay GH¢90 million in installments to avoid incarceration. Despite multiple extensions and lifelines, he only partially complied, leading to the enforcement of his prison sentence.

The pardon has sparked mixed reactions, with some seeing it as an act of compassion and reconciliation, while others argue it undermines the accountability measures essential to maintaining integrity in the financial sector.
