2025 Budget: Gov’t to reintroduce tech-driven road tolls

Accra, March 11, 2025 – The Ghanaian government has announced plans to reintroduce road tolls in 2025 to generate revenue for road construction and maintenance.
Finance Minister Dr. Cassiel Ato Forson, presenting the 2025 Budget Statement in Parliament, explained that the decision was influenced by the negative impact of the 2022 toll suspension on infrastructure financing.
Why the Reintroduction?
Dr. Forson noted that while previous road toll collections were not highly substantial, completely scrapping them severely reduced funding for critical road projects.
“To address this, the government will work with stakeholders, including the private sector, to roll out a technology-driven solution for the reintroduction of road tolls under the Big Push Programme,” he stated.
A New and Efficient Tolling System
The government assured road users that the new toll system will be efficient, transparent, and convenient, preventing long queues and unnecessary delays.
The technology-driven approach is expected to:

✔ Minimize inconveniences through automated tolling solutions
✔ Enhance accountability in the use of road toll revenues
