Attorney General Reveals MP Was Paid to Suppress NSS Ghost Names Scandal

Accra, March 24, 2025 – Ghana’s Attorney General and Minister for Justice, Dr. Dominic Ayine, has disclosed that Osei Assibey Antwi, the former Director General of the National Service Authority (NSA), allegedly paid a sitting Member of Parliament (MP) to suppress media coverage of the National Service Scheme (NSS) ghost names scandal.

Dr. Ayine, speaking at a press briefing, provided an update on ongoing investigations led by the Office of the Attorney General and the ORAL team, confirming that the probe into the NSS corruption and the Sky Train scandal would conclude by mid-April 2025, paving the way for prosecutions.

Key Findings from the NSS Investigation

  • Eight suspects have been interrogated, with several providing incriminating evidence.
  • Evidence shows payments were made into the accounts of top NSS executives by private vendors linked to the scheme.
  • In November 2024, Osei Assibey Antwi and other NSS executives allegedly paid a sitting MP to bury the scandal in the media and defend them publicly.

Dr. Ayine emphasized that the revelations marked a major breakthrough in exposing corruption within the National Service Scheme, adding that the government was determined to hold all culprits accountable.

The ghost names scandal involves the alleged inclusion of thousands of fake personnel on the NSS payroll, with funds being diverted into private accounts.

Next Steps: Prosecution & Anti-Corruption Measures

With the investigation nearing completion, Dr. Ayine assured the public that legal action will be taken against all those implicated, including public officials and private individuals who facilitated or benefited from the fraudulent scheme.

Authorities are also considering strengthening oversight mechanisms to prevent future abuses within the National Service Scheme and other state institutions.
