Ghana Telcos Begin 10–15% Data Top-Up Rollout in Landmark Affordability Policy

Accra, July 1, 2025 — Telecommunications companies in Ghana have officially increased data bundle allocations by 10% to 15% at no additional cost to consumers, following a government directive aimed at improving digital affordability and access.
The policy, which took effect Tuesday, July 1, was announced by the Ministry of Communications and Digitalisation and comes in response to growing public concern over the rising cost of mobile data and limited value-for-money offerings in the telecom sector.
Key Adjustments by Telcos
Under the new pricing structure:
- MTN Ghana has implemented a 15% increase across all its data packages.
- Telecel Ghana and AT (formerly AirtelTigo) have both introduced a 10% increase on their respective bundles.
Notable High-End Bundle Revisions
- AT’s GHC400 plan now offers 236GB, up from 195GB
- Telecel’s GHC400 bundle has seen a dramatic increase from 90GB to 250GB
- MTN’s GHC399 plan has returned, offering 214GB, a significant jump from 92.88GB under its previous GHC350 package
These changes mark a substantial leap in consumer value, particularly for high-volume data users, including small businesses, students, and content creators.
Government’s Commitment to Digital Inclusion
Minister for Communications and Digitalisation, Sam George, emphasized that the initiative is a pro-poor digital inclusion measure designed to relieve the financial burden on users and drive wider internet adoption.
“This is about fairness and inclusion. Every Ghanaian deserves affordable access to digital services,” the Minister stated.
The National Communications Authority (NCA) has been tasked with ensuring full compliance by all mobile network operators, with strict penalties promised for any telco found in breach of the directive.
Public Reception
Early reactions from consumer rights groups and digital inclusion advocates have been overwhelmingly positive. Many describe the rollout as a major win for digital equity, praising the government’s responsiveness to long-standing complaints over data pricing.
Telecom operators had notified their customers in advance via SMS alerts and mobile app notifications, ensuring a smooth transition to the revised plans.
The data bundle upgrade is expected to boost internet usage, support online learning, enhance remote work, and empower digital entrepreneurs across the country.
