Former GIIF CEO, Board Chair Charged Over $2M Accra Sky Train Scandal

Accra, May 13, 2025 – The Office of the Attorney General has filed formal charges against Solomon Asamoah, former CEO of the Ghana Infrastructure Investment Fund (GIIF), and Prof. Christopher Ameyaw-Ekumfi, former board chairman, over their involvement in the failed Accra Sky Train project—a deal that allegedly cost the state $2 million in unauthorized payments.

The charges, filed today at the High Court (Criminal Division), include:

  • Wilfully causing financial loss to the state under the Criminal Offences Act
  • Conspiracy to commit crime through the intentional dissipation of public funds
  • Intentional dissipation of public funds under the Public Property Protection Decree

According to the charge sheet, prosecutors allege that in February 2019, the two authorized a $2 million payment to Africa Investor Holdings Limited to support preliminary works for the Sky Train project. However, this was reportedly done without proper board approval and in clear breach of GIIF’s internal governance protocols.

The Sky Train project, launched in 2018 as a proposed urban rail system for Accra, was a public-private partnership between the Ministry of Railways Development, Africa Investor Holdings, and GIIF. Despite high expectations, the project never materialized, with investigators citing a lack of due diligence and procedural irregularities in fund disbursement.

Attorney General Dr. Dominic Ayine emphasized the gravity of the offense, stating that the accused acted outside their lawful mandate, resulting in substantial financial harm to the state.

“The payment was unauthorized, and the project never materialized. This is a clear case of financial misconduct,” the AG’s office stated.

The court also learned that some former GIIF board members are cooperating with investigators and are expected to serve as witnesses for the prosecution.

The prosecution of Asamoah and Ameyaw-Ekumfi marks a significant step in the government’s anti-corruption drive, coming on the heels of similar investigations into the National Service Scheme ghost names scandal and other public sector fraud cases.

The trial is expected to attract high public interest as it could reveal deeper flaws in Ghana’s infrastructure investment oversight mechanisms.
