NSA Uncovers Payroll Fraud in Birim North; Two Officials Interdicted

Birim North, Eastern Region – May 14, 2025 – The National Service Authority (NSA) has uncovered a major payroll fraud scheme in the Birim North District, leading to the interdiction of two senior officers—the District Manager and the MIS Manager—who have confessed to their involvement.

In an official statement signed by NSA Director-General Felix Gyamfi, the Authority condemned the scheme as a “dastardly act” and “a betrayal of public trust.”

“This is not merely a disciplinary matter. It is a breach of public trust, a violation of the National Service Act, and a direct assault on the integrity of our public institutions,” the statement emphasized.

The fraud, according to the NSA, involved the manipulation of personnel records to facilitate illegal payments to 29 individuals during the 2024/2025 service year and 49 others during the 2023/2024 cycle.

Investigations revealed that many of these individuals were either already gainfully employed or on study leave with pay, but were fraudulently enrolled and paid as National Service Personnel.

“These were not mistakes. They were calculated and deliberate acts of deception. We presented them with substantial evidence. In the meeting this morning, they admitted to their direct involvement in the fraudulent activity,” the NSA disclosed.

The interdicted officers have been relieved of their duties pending further investigations, and the case is expected to be referred to law enforcement agencies for possible criminal prosecution.

The NSA has reaffirmed its commitment to upholding integrity and transparency, promising to intensify internal audits and implement stricter verification protocols to safeguard the national service scheme.
