Anti-LGBTQ+ Bill Set for Reintroduction in Ghana’s Parliament

ACCRA | May 28, 2025 — The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, has confirmed that the Human Sexual Rights and Family Values Bill, popularly known as the anti-LGBTQ+ Bill, will be introduced for its first reading during the second meeting of the Ninth Parliament.
Speaking at the official reopening of Parliament, Bagbin revealed that the controversial bill—alongside two other private members bills—has successfully completed all preliminary processes and is ready to be tabled.
“Three private members bills; The Property Rights of Spouses Bill 2025, Constitution of the Republic of Ghana Amendment Bill 2025, and The Human Sexual Rights and Family Values Bill 2025 have completed the processes as required by the standing orders and are expected to be presented for a first reading during the course of this meeting,” the Speaker announced.
What the Bill Seeks to Do
The bill seeks to criminalise LGBTQ+ activities in Ghana and prohibit any form of promotion, advocacy, or financial support for such activities. It proposes severe penalties for individuals and organisations deemed to be promoting LGBTQ+ rights.
Background and Political Implications
The bill was previously passed by the Eighth Parliament but did not receive presidential assent under former President Nana Akufo-Addo, and therefore failed to become law.
Its reintroduction under the Ninth Parliament is expected to reignite intense debate over human rights, freedom of expression, and cultural values, both domestically and internationally.
The bill has attracted strong support from traditional leaders, religious bodies, and segments of the Ghanaian public, but has also drawn criticism from human rights groups, international organisations, and foreign governments, who argue that it violates Ghana’s international obligations and the rights enshrined in the 1992 Constitution.

The bill’s first reading will mark the beginning of formal deliberations, with committee reviews, stakeholder consultations, and public hearings expected to follow.
