Mahama Clarifies 24-Hour Economy Vision as Blueprint for Ghana’s Transformation

ACCRA | May 28, 2025 — Former President John Dramani Mahama has shed new light on his flagship 24-Hour Economy policy, positioning it as both a national vision and a strategic programme aimed at radically transforming Ghana’s economic landscape.

Speaking at a stakeholder engagement in Accra, Mahama described the 24-hour policy not as a mere campaign slogan, but a comprehensive roadmap designed to achieve full employment, industrial growth, and efficient resource utilisation.

“Let me begin by offering a clear lens to understand the 24-hour vision. It is both a destination and a programme,” he stated.

A Dual Approach: Destination and Programme

Mahama explained that as a destination, the 24-hour economy represents a future state where Ghana maximises productivity through multi-shift operations across day and night. This approach would boost capital efficiency, create jobs, and unlock the full potential of the country’s infrastructure and workforce.

“As a destination, the 24-hour economy reflects a state where Ghana’s productivity and capital utilisation will become so high that we will operate in multiple shifts across day and night,” Mahama said.

Reengineering for Growth

He further emphasised that, as a programme, the policy calls for deep structural reforms to reengineer Ghana’s production systems. This involves transitioning from a raw material-based economy to one driven by value addition, diversification, and digital innovation.

“We must reengineer our productive systems from top to bottom—boosting volumes and diversity—and shift from reliance on raw materials towards the export of value-added products, wholesome foods, pharmaceuticals, garments, industrial inputs, and digital services,” he noted.

Policy Beyond Politics

Mahama acknowledged that the policy gained significant attention during the 2024 election campaign, and reiterated that it remains a central pillar of his economic transformation agenda.

He stressed that the 24-hour economy demands strategic planning, investment, and commitment, and cautioned against viewing it as an overnight fix. Rather, it should be seen as a long-term blueprint for national development.

Debate and Direction

The 24-Hour Economy proposal has sparked a national debate, with supporters touting its potential to create jobs, attract investment, and modernise industries, while critics question its feasibility, especially regarding energy supply, labour laws, and implementation readiness.

Still, Mahama remains confident that with the right framework, partnerships, and political will, the policy can help Ghana realise its economic ambitions.
