Education Minister Haruna Iddrisu Proposes TVET Investment Fund to Boost Skills Training

ACCRA – June 4, 2025 — Minister for Education, Haruna Iddrisu, has announced a significant policy step to strengthen Ghana’s Technical and Vocational Education and Training (TVET) sector — the establishment of a dedicated TVET Investment Fund.
Speaking on the floor of Parliament on Tuesday, June 3, the Minister disclosed that a formal proposal is being prepared for submission to cabinet for approval.
“In respect of TVET, I am working with cabinet to get approval to establish a Technical and Vocational Education Fund, to spur investment in the education infrastructure for Technical and Vocational Education,” he stated.
Mr. Iddrisu added that the 2025 allocation of the GETFund formula has already made dedicated provisions for TVET, signalling government’s commitment to revamping the sector.
TVET Seen as Key to Tackling Youth Unemployment
TVET is a cornerstone of Ghana’s broader education and skills development strategy, aimed at preparing young people for employment, entrepreneurship, and lifelong learning. It is tailored for both the formal and informal sectors, playing a critical role in reducing youth unemployment and enhancing national productivity.
However, the sector faces longstanding challenges:
- Stigma and poor perception, often viewed as a last resort for academically weak students
- Outdated equipment and infrastructure in training institutions
- Irregular funding and poor industry collaboration
- Shortage of qualified instructors and limited opportunities for continuous professional development
Fund Expected to Address Sector Deficiencies
The proposed TVET Fund is expected to address these structural weaknesses by:
- Financing modern tools and equipment for training centres
- Upgrading infrastructure to global standards
- Supporting instructor training and professional development
- Encouraging public-private partnerships and closer industry collaboration
The Minister’s announcement has been welcomed by many education stakeholders who view this as a critical turning point in repositioning TVET as a first-choice pathway for Ghana’s youth.
The Education Ministry’s efforts are also in line with the government’s broader goal of building a skilled, future-ready workforce to drive industrial growth and economic transformation.
