University Teachers Threaten Nationwide Strike Over Delayed Book and Research Allowances

Accra, Ghana – June 10, 2025
Three major teacher unions in Ghana’s tertiary education sector — the University Teachers Association of Ghana (UTAG), the Technical University Teachers Association of Ghana (TUTAG), and the Colleges of Education Teachers Association of Ghana (CETAG) — have jointly issued a stern warning to the government over delays in the release of the exchange rate and payment of book and research allowances.

In a statement released on Monday, June 9, following a joint meeting held on June 8, the unions expressed deep frustration and disappointment, citing that the delays have created significant uncertainty and hardship for members who rely on the allowance to support academic research and teaching.

Final Deadline: June 13, 2025

The unions unanimously resolved that the government must release the agreed exchange rate and begin payments by Friday, June 13, 2025. Failure to do so will be interpreted as an official strike notice to all institutions across the country.

“We stress that this allowance is a statutory entitlement under our Conditions of Service and an essential resource for advancing research, teaching, and knowledge sharing,” the statement read.

Despite acknowledging the government’s previous delays, the unions insisted that they will not tolerate any extension of payment beyond September 2025, underscoring the critical nature of the funds to their professional roles.

Academic Calendar at Risk

The unions cautioned that further inaction would disrupt the academic calendar across public universities, technical universities, and colleges of education. They called on government authorities to act promptly to protect the integrity of Ghana’s higher education sector.

“We hereby notify all stakeholders that if the government fails to commence the payment process by the 13th of June 2025, this will be considered a strike notice by UTAG, TUTAG, and CETAG across all campuses,” the statement concluded.

The warning from the unions adds to growing public sector discontent, including the ongoing nationwide strike by the Ghana Registered Nurses and Midwives Association (GRNMA) over delays in implementing their 2024 Collective Agreement.

With both the health and education sectors under strain, calls are intensifying for the government to prioritise labour welfare and honour contractual obligations to avoid a multi-sector industrial crisis.
