Ga North Assembly Urges Gov’t to Convert Stalled Pokuase-Mayera Housing Project into Business & Industrial Hub

Pokuase, June 14, 2025 — The Ga North Municipal Assembly has called on the central government to repurpose the stalled Pokuase-Mayera Affordable Housing Project into a modern business and industrial centre, citing the need to boost local economic activity and reduce pressure on Accra’s overcrowded markets.

Launched in August 2023 by former President Nana Akufo-Addo and then-Minister for Works and Housing Francis Asenso-Boakye, the project was designed to provide 8,000 low-cost housing units for low-income residents under the National Affordable Housing Programme. However, despite a planned 2024 completion, the 203-acre site remains mostly undeveloped.

During a visit by Channel One News, reporters found vacant land, unfinished buildings, and unregulated activities including religious gatherings, a soybean mill, and a plastic waste collection point. Some buildings have reached the second or third floor but remain unplastered and incomplete, while large areas are overtaken by puddles, cattle, and overgrown vegetation.

Municipal Chief Executive Akwetey Agbo expressed concern over unauthorized development and misuse of the land.

“Some companies are developing structures without permits. There are reports that parts of the land have been partitioned and taken over by individuals. I don’t even know whether it’s still a state-led project,” Agbo stated.

Residents are now pushing for alternative uses for the land. Proposals include:

  • An automobile centre, as suggested by mechanic Daniel Appiah, to create opportunities for artisans.
  • An industrial hub, proposed by resident John Ayitey Okine, to generate employment for the youth.
  • A technical training school, backed by electrician Stephen Quarshie, to align with the skillsets of local youth.
  • A structured market, proposed by the Assembly, that could house over 5,000 traders and provide parking space for up to 3,000 vehicles to ease traffic congestion in Accra.

Trader Christiana Timothy questioned the logic of building drains before completing housing units, expressing skepticism over the project’s future.

“What if the project stalls completely? The drains will be useless,” she said, urging the government to finish the work or adopt a better alternative.

The Assembly has formally petitioned the Ministry of Works and Housing to allow the land to be re-zoned for commercial and industrial purposes. MCE Agbo confirmed that efforts are underway to attract private investors to help develop the land into a mixed-use economic zone.

“The land could support a major market and light industries. We want to take the pressure off Accra and provide opportunities for our people,” he emphasized.

The future of the Pokuase-Mayera site now hinges on central government approval and investor interest, as local authorities and residents press for a shift from unfinished housing to sustainable economic development.
