OSP Arrests Former GRA Bosses, SML Executives in Major Corruption Probe

Accra, June 26, 2025Five former top officers of the Ghana Revenue Authority (GRA)—including two former Commissioner-Generals—are currently under investigation by the Office of the Special Prosecutor (OSP) over allegations of fraud involving Strategic Mobilisation Limited (SML) contracts.

Among those arrested during a high-profile swoop on Tuesday night are:

  • Rev. Dr. Ammishaddai Owusu-Amoah, former Commissioner-General of GRA
  • Kofi Nti, also a former Commissioner-General of GRA
  • Isaac Crentsil, ex-Commissioner of Customs and now General Manager at SML
  • Christian Tetteh Sottie, former GRA Technical Advisor and current CEO of SML
  • Philip Mensah, Legal Consultant to SML and former Deputy Commissioner of Legal at GRA

Also in custody are:

  • Evans Adusei, Founder of SML
  • Joseph Kuruk and Faustina Adjorkor, both staff of the Public Procurement Authority (PPA)

The arrests form part of a wide-ranging probe into alleged corruption, procurement breaches, and suspicious multi-million cedi contracts awarded to SML for revenue assurance in the petroleum, gold export, and port sectors.

Scope of the Investigation

According to Daily Graphic sources, the OSP is examining:

  • Procurement processes surrounding the award of the contracts
  • The actual scope of services delivered by SML
  • The financial justification and value for money in payments made
  • The veracity of SML’s claims that its operations generated significant revenue savings for the state

The arrests follow months of public scrutiny and mounting pressure from civil society organisations demanding transparency and accountability over the deal.

The OSP described the probe as a significant step in Ghana’s anti-corruption drive, emphasizing its intent to confront high-level financial mismanagement in the public sector.

EOCO Arrests Former Buffer Stock CEO

In a separate but concurrent move, the Economic and Organised Crime Office (EOCO) has picked up Abdul Hannan, the former Chief Executive Officer of the Buffer Stock Company, along with one other person, in a corruption-related case.

The arrests were made in a coordinated effort across Accra and Tamale, pointing to increased inter-agency collaboration in Ghana’s fight against graft.
