Gov’t Launches 24-Hour Economy Policy to Boost Jobs, Productivity and Growth

Accra, July 2, 2025 — Ghana has officially launched its flagship 24-Hour Economy policy, marking a major step in the country’s quest to accelerate economic transformation, reduce unemployment, and boost productivity through round-the-clock operations in key sectors.

Launched on Wednesday, the initiative is a central pillar of the National Democratic Congress (NDC) manifesto and is expected to create thousands of jobs, unlock value across supply chains, and modernise labour and production systems.

Described by government officials as a “game changer,” the 24-Hour Economy encourages shift-based operations in industries such as manufacturing, agro-processing, healthcare, logistics, transportation, and retail.

Key Incentives

Companies participating in the programme will benefit from:

  • Tax incentives
  • Stable electricity supply
  • Enhanced night-time security
  • Access to productivity support programmes

Policy Framework and Strategic Pillars

Goosie Tanoh, Presidential Advisor on the 24-Hour Economy, outlined the three core pillars of the initiative:

  1. Transforming Production
  2. Improving Supply Chains and Market Systems
  3. Strengthening Human Capital

These are supported by eight sub-programmes, including:

  • Grow24 – Agricultural modernisation
  • Make24 – Support for industrial growth
  • Connect24 – Logistics and supply chain improvement
  • Aspire24 – Building a national culture of productivity
  • Show Ghana – Promoting cultural tourism for foreign exchange
  • Digital skills integration into TVET to equip youth for modern employment demands

Bagbin: Seek Legal Backing for Policy

Speaker of Parliament Alban Bagbin, who addressed the launch event, commended the initiative but urged the government to anchor the programme in legislation.

“For this policy to endure and not be abandoned with a change in government, it must be institutionalised through an Act of Parliament,” Bagbin stated.

He encouraged the 24-Hour Economy Secretariat to collaborate with lawmakers to draft and pass a 24-Hour Economy Bill that would give the policy legal and financial backing.

A New Economic Era

The launch of the 24-Hour Economy signals what the government calls the beginning of a “new economic era”—aimed at transforming Ghana’s labour culture and driving inclusive long-term growth across all regions.

The policy is already receiving attention from business associations and development partners, who view it as a bold and necessary innovation to tackle Ghana’s longstanding issues of underemployment and uneven industrial activity.
