OSP Charges Former NPA Boss, 6 Others, and 3 Companies Over Alleged GHS280 Million Corruption Scheme

The Office of the Special Prosecutor (OSP) has formally filed charges against former CEO of the National Petroleum Authority (NPA), Dr. Mustapha Abdul-Hamid, along with nine individuals and three corporate entities, in what is being described as a wide-ranging corruption and extortion scheme amounting to over GH₵280 million.
Accused Individuals and Companies
The charges, which include multiple counts of extortion and money laundering, were submitted to the High Court (Criminal Division) in Accra. The accused persons and entities are as follows:
Individuals:
- Mustapha Abdul-Hamid – Former CEO, NPA
- Jacob Kwamina Amuah – UPPF Coordinator, NPA & MD of Propnest, Kel Logistics, and Kings Energy
- Wendy Newman – Staff, NPA
- Albert Ankrah – Director, Kel Logistics Limited
- Isaac Mensah – Director, Kel Logistics Limited
- Bright Bediako-Mensah – Director, Kel Logistics & Kings Energy Limited
- Kwaku Abagye Acquah – Director, Kings Energy Limited

Corporate Entities:
- Propnest Limited
- Kel Logistics Limited
- Kings Energy Limited
Nature of the Alleged Offenses
According to the OSP’s statement dated July 17, 2025, the allegations stem from investigations launched in late 2024. The findings accuse the first three individuals—Abdul-Hamid, Amuah, and Newman—of orchestrating and operating an unlawful extortion ring.
Between December 2022 and December 2024, the trio is alleged to have illegally collected GH₵280,516,127.19 from petroleum transporters and oil marketing companies under the guise of official charges, despite having no legal mandate to do so.
The OSP claims the scheme was initiated by Dr. Abdul-Hamid and carried out through Amuah and Newman, exploiting their official roles within the NPA to give the illegal activity a semblance of authority.
The funds were allegedly laundered through the three corporate entities, managed by various co-accused, in what investigators believe was an attempt to mask the criminal origins of the money.
This development marks a significant escalation in Ghana’s anti-corruption efforts and sets the stage for a potentially high-profile legal battle, with implications for public sector accountability and corporate governance.
