Government Explains Delay in Prosecution over National Cathedral Scandal

The Minister of State in charge of Government Communications, Felix Kwakye Ofosu, has clarified that the delay in prosecuting individuals implicated in the National Cathedral scandal is due to the ongoing forensic audit being conducted by the Auditor-General.

Speaking on the Citi Breakfast Show on Tuesday, July 22, 2025, Mr. Kwakye Ofosu addressed growing public calls for accountability regarding the mismanagement of funds related to the stalled National Cathedral project.

“I must indicate that what the report highlighted is not significantly different from what Samuel Okudzeto Ablakwa has been bringing up in the past,” he noted.

Audit Before Action

The Minister emphasised that while concerns about financial irregularities have been widely discussed, especially by MP Samuel Okudzeto Ablakwa, legal proceedings must be preceded by a thorough forensic audit.

“The first point of call at this stage is to carry out a forensic audit, so that if there is a discrepancy of GHS 4.9 million as payment to David Adjaye, you will know exactly how it occurred and who was responsible for that shortfall.”

He stated that prosecution or surcharging individuals can only follow the findings of the audit.

“It is at that stage that you can take action, either through prosecution or surcharging the individual,” he added.

Auditor-General’s Role

Kwakye Ofosu explained that the Auditor-General has been tasked with conducting the forensic audit because public funds are involved.

“To the extent that public funds have been used, the Auditor-General has the remit to investigate it,” he concluded.

The government’s position underscores a commitment to due process and evidence-based accountability, even as calls for swift justice continue to grow.
