COPEC Threatens Legal Action Over Planned 20% Transport Fare Hike

The Chamber of Petroleum Consumers (COPEC) has issued a strong warning to the Ghana Road Transport Coordinating Council (GRTCC) over its planned 20% increase in public transport fares, scheduled to take effect on Friday, August 8, 2025.
COPEC’s Executive Secretary, Duncan Amoah, speaking on Citi Eyewitness News on Tuesday, August 5, said the group is prepared to seek an injunction at the law courts if the GRTCC does not reverse its decision, describing the fare hike as unjustified and economically insensitive.
“We will be watching the scene by Friday, and if this pushes through, we will intervene in court because there is no justification for their directive,” Amoah stated.
GPRTU Distances Itself
Amoah further disclosed that even the Ghana Private Road Transport Union (GPRTU)—a major player in the transport sector—has distanced itself from the fare hike, casting doubt on the GRTCC’s legitimacy to act unilaterally.
“The GRTCC is not reading the mood of the country. People are hoping for a decline in the general cost of goods and services. If this move is allowed to stand, every other economic body or union will also begin issuing directives to their membership,” he added.
GRTCC Justifies Fare Increase
The GRTCC and Road Transport Operators have defended the 20% fare increase, citing three main reasons:
- Lack of response from traders and service providers to a 15% fare reduction implemented in May 2025.
- GH₵1.00 fuel levy introduced recently, contributing to an 8% fuel price hike.
- Rising vehicle maintenance costs, driven by worsening road conditions.
The fare adjustment is expected to affect trotros (intra-city), shared taxis, long-distance buses, and haulage vehicles, raising concerns about a ripple effect on the cost of goods and transportation across the country.
Public Reactions and Legal Threat
COPEC’s position has drawn attention to growing economic frustrations among Ghanaians, many of whom are grappling with rising inflation, stagnant wages, and high utility bills.
Legal observers suggest that if COPEC proceeds to court and secures a stay, it could set a precedent, limiting arbitrary fare hikes by transport unions and councils in the future.
