Importers, Exporters Warn of Cargo Delays Over GRA–NIA Standoff

The Importers and Exporters Association of Ghana (IEAG) has raised alarm over the ongoing standoff between the Ghana Revenue Authority (GRA) and the National Identification Authority (NIA), cautioning that the dispute could lead to serious disruptions in cargo clearance at Ghana’s ports.

This follows the GRA’s recent disconnection from the NIA’s Identity Verification Service (IVS) platform — a system integral to verifying taxpayer identities in port operations.

At the IEAG’s 11th Anniversary celebration and website launch, Executive Secretary Samson Asaki Awingobit stressed the urgent need for the two state institutions to resolve their differences amicably.

“If the NIA proceeds with deleting its data from the GRA server, it could severely disrupt port operations,” he warned. “This situation, if unresolved, threatens economic activity and trade flows.”

GRA, NIA Dispute Over Alleged GH¢376m Debt

At the heart of the impasse is the NIA’s claim that the GRA owes it over GH¢376 million in arrears — a claim the GRA has firmly denied.

In a statement on Tuesday, August 5, the GRA expressed “great surprise” at the allegations, arguing that the said amount relates to legacy liabilities from engagements before 2025, which were never formally approved.

The Authority also questioned the legal and regulatory basis for the NIA’s billing, implying that the debt claim lacks proper governance approval.

As the situation remains unresolved, industry stakeholders are calling for swift intervention to prevent what could become a major logistical and economic disruption in Ghana’s trade and supply chain.
