OSP Investigating 67 Major Corruption Cases Across State Institutions and Private Entities

The Office of the Special Prosecutor (OSP) has announced that it is investigating 67 major cases of suspected corruption and corruption-related offences across several state institutions, state-owned enterprises, and private entities.
In its half-year update released on Tuesday, August 19, 2025, the OSP revealed that the cases span a wide range of sectors, including natural resources, aviation, education, payroll administration, procurement, health, sports, utilities, and land management.
Key Cases Under Investigation:
- Minerals Income Investment Fund (MIIF): Probes into transactions related to Agyapa Royalties, small-scale mining, lithium and gold projects, board expenditures, land acquisitions, and contracts between 2020–2024. Companies linked include Asante Gold Corporation, ElectroChem Ghana Ltd, Goldridge Ghana Ltd, GIG Minerals Ltd, RCM Properties, Energy & Resources Co. Ltd, Goldstrom Ghana Ltd, and BH Minerals Ltd.
- Ghana Airports Company Ltd: Contractual arrangements between 2020–2024.
- Ghana Education Service: Large-scale sale of appointment letters to prospective teachers and laundering of proceeds.
- National Commission on Culture: Corruption and extortion in salary payments and arrears between 2020–2024.
- Ghana Revenue Authority / TATA Consulting Services: Procurement processes for the Integrated Tax Administration System (ITAS) contract.
- National Service Authority: Recruitment irregularities between 2020–2024.
- Ministry of Health / Service Ghana Auto Group Ltd: Contract for 307 Mercedes-Benz Sprinter ambulances and related after-sales service payments.
- National Cathedral: Procurement of contractors and materials, payments authorized by former Finance Minister Ken Ofori-Atta and the Secretariat.
- Tema Oil Refinery & Tema Energy and Processing Ltd: Contractual arrangements and operations between 2020–2024.
- Electricity Company of Ghana Ltd (ECG): Termination of a Distribution and Network Improvement Project with Beijing Xiao Cheng Technology (BXC).
- Payroll Fraud: Joint OSP and Controller & Accountant General’s Department (CAGD) probe into “ghost names” on government payroll. A pilot in the Northern Region led to the blockade of GH¢2.85 million in unearned salaries, saving the state GH¢34.2 million annually. Six convictions have already been secured.
- State & Stool Lands: Investigations into the sale and lease of state-owned and vested lands since 1993, including parcels occupied by the Judicial Service of Ghana.
- Illegal Mining (Galamsey): Targets include the Ministry of Lands and Natural Resources, Forestry Commission, Akonta Mining Ltd, and some MMDCEs.
- National Sports Authority: Contracts awarded to entities such as Acoma Green Consult, Tabee Gh Ltd, Obiri Car Rentals, No Farmer No Fortune, and others.
- Ghana Water Company Ltd: Contracts awarded to Nayak 96 Enterprise, Dencom Construction, Edmus Ltd, Espab Construction, Roger More Construction, Velech Enterprise, Intermec Gh Ltd, and others.
- Customs Division (GRA): Following the Labianca case, wider investigations into advance rulings, benchmark value markdowns, and auction sales of vehicles and goods (2016–2022).
- Bank of Ghana: Investigating the banking and financial sector crisis, collapse of banks, and alleged offences by officials and financial institutions.
- Estate of Kwadwo Owusu-Afriyie (Sir John): Alleged improper acquisition of Achimota Forest and Sakumono Ramsar site lands.
Additional Cases
The OSP confirmed it is also handling 152 other cases at the preliminary stage. These may be publicized if deemed to fall within its mandate and suitable for full investigation.
The Special Prosecutor emphasized that these efforts are aimed at safeguarding public resources, ensuring accountability, and strengthening anti-corruption measures.
