PURC Announces 1.14% Increase in Electricity Tariffs for Fourth Quarter of 2025

The Public Utilities Regulatory Commission (PURC) has announced a 1.14% upward adjustment in electricity tariffs, effective October 1, 2025, as part of its Quarterly Tariff Review Mechanism. Water tariffs will remain unchanged.

In a statement issued on Tuesday, September 23, 2025, the Commission said the adjustment was necessary to ensure tariffs reflect shifts in key economic indicators, safeguard the financial health of utility providers, and maintain uninterrupted service delivery to consumers.

Key Considerations for the Review

The PURC explained that the review was based on multiple variables, including:

  • Exchange rate movements — a projected weighted average of GH¢12.37 to $1, incorporating previous under-recoveries.
  • Domestic inflation — pegged at an annual average of 12.43% for the fourth quarter.
  • Cost of natural gas — unchanged, with a Weighted Average Cost of Gas (WACOG) at $7.71 per MMBtu.
  • Generation mix — remaining steady at 28.8% hydro and 71.2% thermal power supply.

Impact on Consumers

The PURC noted that while the upward review is marginal, it was necessary to address the cedi’s depreciation and inflationary pressures, which continue to affect the cost of utility provision.

Consumers are expected to see slight increases in electricity bills from October 1, but water tariffs will not be affected.
