
A fresh Corruption Watch investigation has uncovered that several key state institutions, including the Ghana Police Service, CHRAJ, Parliament, the Judiciary, and the Attorney-General’s Department, have been fined millions of cedis for breaching the Right to Information (RTI) law.
The six-month probe, conducted between February and July 2025, revealed that more than 70 rulings by the RTI Commission (RTIC) have resulted in fines amounting to about GH¢5.6 million against at least 60 public and private institutions.
According to the report, “Saga Over RTI: Millions Paid as Penalty”:
- The Ghana Police Service has paid GH¢450,357 in fines.
- CHRAJ owes GH¢30,000.
- The Parliamentary Service has paid GH¢53,785.
- The Judicial Service has GH¢100,000 outstanding.
- The Attorney-General’s Department owes GH¢50,000.
- SSNIT has paid GH¢200,000.
- The Agricultural Development Bank (ADB) topped the list with GH¢1.365 million in penalties.
- The Ministry of Education has paid GH¢260,000.
- The Lands Commission and the Public Procurement Authority were fined GH¢150,000 and GH¢100,000, respectively.
The report further revealed that state institutions have been using taxpayers’ money to pay these fines — a practice Corruption Watch described as undermining the very purpose of the RTI law, which is to ensure accountability and transparency.
In terms of frequency, the Ministry of Education recorded the highest number of penalties (4), while the Ghana Police Service received three fines. Other repeat offenders included the Ghana Education Service, Judicial Service, Lands Commission, Ministry of Energy, and the Urban Roads Department.
Corruption Watch, an initiative of the Ghana Centre for Democratic Development (CDD-Ghana) and its partners, warned that the findings reveal a disturbing trend in which institutions tasked with safeguarding good governance are themselves failing to comply with transparency obligations.
