The Ministry of Gender, Children and Social Protection (MoGCSP) has condemned the alleged digital sexual exploitation of Ghanaian women by a Russian national, describing the reported acts as criminal and a serious violation of privacy and dignity.
In a statement issued by its Public Affairs Unit, the Ministry said it has taken note of reports that the foreign national allegedly engaged in sexual activities with some Ghanaian women, recorded the acts, and circulated the content without consent.
According to the Ministry, preliminary information suggests the suspect may not currently be within Ghana’s jurisdiction. However, it stressed that this does not reduce the gravity of the allegations nor the State’s obligation to pursue justice.
Cross-Border Legal Action
MoGCSP disclosed that it is working closely with the Ghana Police Service, relevant security agencies, and international partners to explore all lawful options available, including cross-border cooperation and mutual legal assistance.
The Ministry emphasised that the non-consensual recording and distribution of intimate images constitute a criminal offence under Ghanaian law.
Ongoing Digital Safety Measures
The statement further revealed that even before the emergence of the reports, the Ministry had been collaborating with the Ministry of Communication and Digital Innovation and its agencies to strengthen measures against image-based sexual abuse.
These measures include digital safety interventions, engagement with online platforms for content removal, and improved reporting and takedown mechanisms. Authorities are applying these frameworks to address the current matter.
Support Services Activated
The Ministry assured that support services, including psychosocial care and legal assistance, are being coordinated through confidential channels to safeguard the privacy and well-being of affected persons.
It also reminded the public that toll-free helplines — 0800-800-800, 0800-900-900, and 0800-111-222 — remain available for complaints, inquiries, and reports of abuse.
MoGCSP reiterated its commitment to protecting the rights, safety, and dignity of all persons and ensuring that jurisdictional limitations do not prevent appropriate action in cases of digital sexual exploitation.
