Finance Minister Pledges to Use National Economic Dialogue Recommendations as Blueprint for 2025 Budget

Accra, March 5, 2025 – Finance Minister Dr. Cassiel Ato Forson has pledged to adopt the recommendations from the National Economic Dialogue as the guiding framework for the preparation of Ghana’s 2025 Budget Statement and Economic Policy.

Speaking at the closing ceremony of the two-day dialogue in Accra, Dr. Forson emphasized that the input from stakeholders will form the “Bible” for shaping key economic reforms aimed at resetting the country’s struggling economy.

“I will wait for the communiqué, and I can use the communiqué as my Bible, going into the preparation of the budget and to make recommendations to Cabinet for adoption and approval,” Dr. Forson assured.

Implementation Challenges

The Finance Minister acknowledged that while Ghana’s economic challenges and solutions are widely known, the primary obstacle remains effective implementation. He stressed that the government’s policies would only succeed with public buy-in and collective action.

“Implementation is the challenge; we can only implement as a government if we get the buy-in of the citizens,” he noted.

Stakeholder Involvement

Dr. Forson called on private sector players, civil society organizations, and the general public to rally behind the government’s economic reset agenda, adding that their participation is crucial to achieving sustainable reforms.

“We call on you to support the government in educating the public, for the public to understand that the time has come for us to reset and reform the economy. We’ve got to do this together,” he urged.

Key Focus Areas for the Budget

The upcoming 2025 Budget Statement, set to be presented on March 11, 2025, is expected to prioritize:

  • Structural economic reforms
  • Enhanced revenue mobilization
  • Private sector-led growth
  • Infrastructure development
  • Governance and anti-corruption measures

Dr. Forson reiterated the government’s commitment to addressing concerns raised by stakeholders during the dialogue, including improving the business environment, stabilizing the energy sector, and reducing inflation.

A Path to Reset and Reform

“We know the problems, we know what we have to do to resolve them. The solution is there, let’s start the implementation,” Dr. Forson concluded.

The National Economic Dialogue has served as a platform for consensus-building among key stakeholders, and the Finance Minister’s assurance signals a renewed effort to restore confidence and reset Ghana’s economic trajectory.
