DVLA CEO Proposes Formalisation of ‘Goro Boys’ to Improve Licensing Process

Accra, Ghana – March 30, 2025 – The Chief Executive Officer of the Drivers and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, has defended his proposal to formalise the operations of ‘goro boys’—informal middlemen who assist with vehicle registration and licensing services.

Speaking on the Citi Breakfast Show, Kotey argued that rather than continuously battling these unauthorised agents, the government should integrate them into a structured system to improve efficiency and transparency within the DVLA’s processes.

A New Approach to Regulation

Kotey acknowledged that efforts to eliminate ‘goro boys’ over the years had not been successful, making it necessary to explore a regulated approach instead.

“Why don’t we regularise what they do? We have been fighting them for years, yet the problem persists. Why don’t we bring them on board instead? I am not saying we need to employ all of them, but we have to bring them into the system and regulate their activities,” he explained.

Setting Fair Service Charges

As part of the proposal, Kotey suggested implementing a pricing structure to prevent excessive charges by these agents.

“We will train them so that we can eliminate the negative practices we disagree with. There will be clear-cut guidelines on what they are allowed to do and what they cannot do—similar to the way agents operate at the ports,” he said.

He further stressed that once these agents are formalised, they would be restricted from charging beyond a set limit, ensuring that customers are not overcharged for services.

“This is exactly what the Ultra Centres are already doing—we just need to use the right language and approach,” Kotey added.

The Way Forward

The proposal has sparked discussions among stakeholders, with some welcoming the idea as a practical solution while others raise concerns about potential exploitation and the effectiveness of implementation.

If adopted, the policy could streamline vehicle registration, reduce fraud, and create a more transparent system for motorists seeking DVLA services.
