AG Reveals GHS1.3 Million Monthly Payment Scandal Involving Former NSB Chief

ACCRA, Ghana — April 30, 2025 — Attorney General and Minister for Justice, Dr. Dominic Ayine, has disclosed a major financial misconduct involving former Director-General of the National Signals Bureau (NSB), Kwabena Adu Boahen, who allegedly diverted GHS1.3 million monthly from Ghana Water Limited (GWL) into a private company account.

At a press briefing on Wednesday, Dr. Ayine revealed that investigations uncovered a contract between GWL and the then Bureau of National Communications—now the NSB—which required GWL to make monthly payments for secure internet services. However, instead of routing the payments through official government channels, Adu Boahen allegedly instructed GWL to transfer the funds to his private firm, BNC Communications Bureau Limited.

“Our diligent investigation team came across yet another scheme hatched by Mr. Adu Boahen,” Dr. Ayine stated. “This criminal enterprise involved the purported provision of secured internet services by the erstwhile Bureau of National Communications.”

The Attorney General added that GHS650,000 was transferred biweekly from GWL to BNC Communications, amounting to GHS1.3 million per month. This figure reportedly rose to GHS1.5 million monthly by the time the investigation concluded.

“Instead of going to the National Signals Bureau account, it went to the account of a company owned by Kwabena Adu Boahen and his wife,” Dr. Ayine noted.

This revelation forms a critical component of the ongoing legal proceedings against Adu Boahen, who was recently arrested following probes into multiple irregularities during his time at the NSB. The incident has sparked widespread concern over accountability within Ghana’s intelligence and public utilities sectors.

Authorities are expected to pursue criminal charges, including embezzlement and abuse of office, as the case unfolds.
