Charles Bissue and Andy Owusu Granted GHC 200,000 Bail Each in Corruption Case

The High Court in Accra has granted bail to Charles Bissue and Andy Thomas Owusu, each set at GHC 200,000 with two sureties, one of whom must be justified. The two are facing 15 counts of corruption-related charges, including abuse of office for profit, filed by the Office of the Special Prosecutor (OSP).
Both accused have pleaded not guilty to the charges and have been ordered to deposit their passports with the court registry. As part of their bail terms, they must also report monthly to the OSP.
The case has been adjourned to May 29, 2025.
Background:
Charles Bissue, a former Secretary to the now-defunct Inter-Ministerial Committee on Illegal Mining (IMCIM), is alleged to have used his public office for personal gain. Court filings indicate that on January 22, 2019, he received GHC 15,000 through Andy Owusu from one Benjamin Adjapong, purportedly as a bribe connected to illegal mining operations.
The Special Prosecutor’s office believes the two played key roles in undermining the fight against illegal mining—popularly known as galamsey—by manipulating systems for personal benefit.
This development is part of ongoing efforts by the OSP to clamp down on corruption, particularly in the natural resources sector.
