Presidency Ends YEA-Zoomlion Contract, Moves to Reform Sanitation Service Delivery

Accra, Ghana – June 11, 2025
The Office of the President has officially confirmed the termination of the contract between the Youth Employment Agency (YEA) and Zoomlion Ghana Limited, following a petition by investigative journalist Manasseh Azure Awuni. In a letter signed by Secretary to the President, Dr. Callistus Mahama, the government announced that the contract has expired and will not be renewed.

No Renewal, Audit Measures Initiated

“The contract between Youth Employment Agency (YEA) and Zoomlion Ghana Limited (‘Zoomlion’) has expired and will not be renewed,” the letter read.

The statement further noted that all payments made to Zoomlion post-contract expiration will be subjected to audit, and no further disbursements will be processed without verification. Any unauthorised payments will be recovered, indicating the government’s intention to enforce accountability in state expenditure.

Competitive Tendering to Replace Sole Contracting

In a significant policy shift, the Cabinet has directed that future sanitation contracts be awarded through competitive procurement. Rather than centralised, nationwide agreements, regional and district-level tenders will now be favoured.

“This could reduce costs through competitive pricing and stimulate innovation, as companies compete on service quality to secure contracts,” the statement noted.

A dedicated Cabinet subcommittee has been tasked with developing the framework for this new model of contracting.

Better Pay for Sanitation Workers

The government also hinted at improving the working conditions of sanitation workers, commonly referred to as sweepers. As part of the restructuring, funds saved through efficiency reforms will be redirected to enhance their monthly compensation.

Fumigation Contracts Under Review

Further, the statement revealed that existing fumigation contracts are under performance review, and those found wanting will be terminated following advice from the Attorney-General.

Background

The YEA-Zoomlion partnership has long been under public scrutiny for alleged lack of transparency, value for money, and contract oversight. Azure’s petition, dated April 27, 2025, renewed national debate on the state’s engagement with private waste management firms.

The Presidency’s response marks a decisive step towards transparency, decentralisation, and reform in Ghana’s sanitation services. It also signals a broader effort to improve governance and oversight of public-private partnerships.
