Parliament’s Human Rights Committee Condemns Torture of Young Boy in New Ankasa, Demands Swift Prosecution

Accra, June 25, 2025 — The Human Rights Committee of Parliament has strongly condemned a harrowing incident of child torture captured on video and widely circulated on social media. The disturbing footage, which has provoked public outrage, shows a young boy tied with nylon rope and suspended from a rooftop while being savagely beaten by two adults in New Ankasa, near Elubo in Ghana’s Western Region.

According to reports, the attackers—believed to be family members—accused the child of theft.

In a press statement released on Wednesday, Committee Chairman Ernest Yaw Anim described the act as a flagrant violation of the child’s fundamental human rights, referencing Article 28(3) of the 1992 Constitution, which states:

“A child shall not be subjected to torture or other cruel, inhumane or degrading treatment or punishment.”

International Human Rights Violated

The Committee also invoked Ghana’s obligations under global agreements such as the UN Convention on the Rights of the Child and the Convention against Torture, calling the incident “utterly unacceptable in a civilised society.”

Swift Arrest and Legal Action

Commending the Ghana Police Service for arresting the suspects, the Committee urged the Attorney General and Ministry of Justice to expedite prosecution to ensure that justice is served.

“There is no justification for this kind of torture against any person, especially a child,” the statement stressed.

Call to Parents and Guardians

While acknowledging the role of discipline and moral training, the Committee warned that such responsibilities must never infringe upon a child’s dignity and rights.

“Parents and guardians must be mindful that their actions do not violate the constitutional protections afforded every child,” said Hon. Anim.

The Committee pledged to closely monitor the legal process and reaffirmed its commitment to protecting vulnerable persons, particularly children, from abuse and violence.
