Ablakwa Assures: Only Rightful Owners Will Receive Passports Under New Delivery System

Minister for Foreign Affairs and Regional Integration, Hon. Samuel Okudzeto Ablakwa, has announced that under his leadership, passports will be delivered strictly to their rightful owners.

Speaking to the media on Thursday, June 26, 2025, Mr. Ablakwa unveiled a newly initiated system aimed at improving the passport acquisition process while eliminating interference from unauthorized individuals.

The Minister stressed the importance of applicants providing accurate residential details to ensure successful and secure delivery. He expressed concern over ongoing attempts by “Goro boys”—a term used for unscrupulous middlemen—to exploit the system.

“Goro boys are trying to do multiple applications and are insisting that courier companies deliver passports to them. That will not work,” he said. “You must show evidence that it is you. Passports are security documents; we are not about to give them to non-Ghanaians or people who are not the real owners.”

To curb abuse, Mr. Ablakwa stated that courier companies will demand identification proof before issuing passports to individuals. Exceptions will only be made for minors, whose parents or guardians must provide proof of relationship before receiving the documents.

He emphasized: “We want to send out a clear warning to those who want to infiltrate that they will not be tolerated. If you are not available, you will not receive your passport.”

Additionally, Mr. Ablakwa confirmed that the reduction in the cost of ordinary passport booklets—from GHC500 to GHC300—remains in effect. He noted that the previous hike in fees led to a significant drop in applications.

The Minister added that his Ministry has completed the fees and charges bill, which will soon be presented to Parliament for approval of the updated pricing structure.
