Government Officially Ends One-District-One-Factory Policy; Focus Shifts to 24-Hour Economy and Agro-Parks

Trade, Agribusiness and Industry Minister, Elizabeth Ofosu-Adjare, has confirmed the discontinuation of Ghana’s One-District-One-Factory (1D1F) programme, officially ending the New Patriotic Party’s flagship industrialisation initiative.
Speaking in Parliament on Tuesday, July 8, 2025, the Minister announced that the policy has been scrapped and no longer offers any investment incentives.
“Mr Speaker, I want to draw the House’s attention to the fact that as of now, there is no policy as 1D1F,” Mrs Ofosu-Adjare declared in response to a question by Minority Leader Alexander Afenyo-Markin.
Mr. Afenyo-Markin had sought clarification on the government’s investment attraction strategies following the cancellation of 1D1F and questioned whether new industrial parks were being developed under any replacement programme.
Shift to 24-Hour Economy Policy
In her response, the Minister outlined the government’s new industrial direction under the 24-hour economy framework, which she described as the “game changer.”
“The 24-hour economy policy is the new thing on the block and the game changer, which seeks to make Ghana very vibrant irrespective of the minute of the hour or the time of the day,” she explained.
Focus on Agro-Processing Parks
Mrs. Ofosu-Adjare also revealed that the ministry is actively developing agro-processing parks as part of the 24-hour economy strategy. She described these parks as a transformative approach that will boost productivity, reduce import dependency, increase exports, generate foreign exchange, and create jobs.
“We are doing agro-parks which seek to be a great game changer especially in the agro-processing zones and it is being worked on to ensure we are able to produce around the clock for import substitution, export, foreign exchange and to create jobs for our teeming youth,” she added.
End of 1D1F Era
The now-defunct 1D1F initiative, launched in 2017 by the previous NPP administration, aimed to establish at least one factory in each district to drive industrialisation through value addition and manufacturing.
With its termination, the government appears focused on redirecting its industrialisation agenda toward more contemporary economic transformation policies, such as the 24-hour economy and agro-processing parks.
