GRA to Begin GH¢1 Energy Sector Levy Implementation Today Amid Fuel Price Adjustments

Barring any last-minute changes, the Ghana Revenue Authority (GRA) will commence the implementation of the controversial GH¢1 Energy Sector levy on petroleum products starting today, Tuesday, July 16, 2025.

Initially scheduled for rollout on June 9, the levy’s implementation was postponed twice due to opposition from the Chamber of Oil Marketing Companies (COMAC), transport unions, and other stakeholders. However, following extensive consultations and a market review, the GRA has given the green light for enforcement.

Acting Commissioner-General of the GRA, Anthony Kwasi Sarpong, previously stated that the delay was to monitor global oil market trends and preserve recent stability in fuel prices. The newly adjusted levies are part of the government’s broader effort to address mounting energy sector debt while maintaining economic equilibrium.

New Levy Adjustments per Litre:

  • Petrol (Motor Spirit): GH¢0.95 → GH¢1.95
  • Diesel (Gas Oil): GH¢0.93 → GH¢1.93
  • Marine Gas Oil (Foreign Vessels): GH¢0.93 → GH¢1.93
  • Marine Gas Oil (Local): GH¢0.03 → GH¢0.23
  • Heavy Fuel Oil: GH¢0.04 → GH¢0.24
  • LPG and Naphtha: Remain unchanged at GH¢0.73 per litre

The unchanged levy on Liquefied Petroleum Gas (LPG) and naphtha is expected to cushion households that rely heavily on LPG for cooking and domestic use.

Government Fuel Reforms for Political Appointees

In a related development, President John Dramani Mahama has cancelled fuel allowance allocations and fuel supply to all political appointees, effective immediately. The announcement, made on Tuesday, July 15, is seen as a cost-cutting measure and part of the President’s broader “Reform and Reset Agenda.”

According to Deputy Presidential Spokesperson Shemima Muslim, the policy is aimed at promoting fiscal discipline. Funds saved from the removal of fuel perks will be redirected toward essential social and development projects.

“The President believes that leadership must also bear its part of the sacrifices it is calling on the people to make,” she said.

With the levy now in effect, attention turns to fuel stations and consumer groups, as transport fares, logistics costs, and commodity prices could potentially be impacted in the coming weeks.
