Former Eastern Regional Minister, Seth Acheampong, has criticised President John Dramani Mahama for what he describes as a repeated failure to follow due process in international agreements.
His remarks come in the wake of government’s decision to accept a group of West African deportees from the United States without presenting the Memorandum of Understanding (MoU) to Parliament for ratification.
Mr. Acheampong drew parallels with the controversial admission of two Guantanamo Bay detainees—popularly known as the “Gitmo 2”—during Mahama’s first term. At the time, the Supreme Court ruled that the agreement required parliamentary approval, failing which Ghana risked having the detainees returned to the U.S.
Speaking on Breakfast Daily on Channel One TV on Thursday, September 25, 2025, Acheampong said the government’s conduct shows that Ghana has failed to learn from past mistakes.
“My whole concern about this conversation is about our governance and international relations practice… if in times past we had a similar situation and people felt we didn’t execute it appropriately and took matters for interpretation, I was hoping history would guide us. But we are repeating the same missteps,” he stated.
He stressed that such lapses reflect poorly on Ghana’s commitment to constitutional and international obligations.
Aligning himself with the Minority in Parliament, Acheampong backed calls for the deal to be suspended, urging government to respect Article 75 of the 1992 Constitution, which requires that treaties, agreements, or conventions signed under the President’s authority must be laid before Parliament for ratification.
The Minority caucus has since described the deportee agreement as unconstitutional and demanded its immediate withdrawal until due processes are followed.
