Edmond Kombat appointed Acting MD of Tema Oil Refinery as President Mahama revamps TOR leadership
President John Mahama has appointed Edmond Kombat as the Acting Managing Director of the Tema Oil Refinery (TOR), replacing Dr. Yusif Sulemana, in a move aimed at accelerating the refinery’s transformation agenda.
The appointment was officially confirmed in a statement released by TOR’s Corporate Affairs Directorate on Thursday, May 2, 2025.
a seasoned energy expert at the helm
Kombat, who has served as Deputy Managing Director since February 2025, brings to the role a strong background in energy leadership and public sector reform. He has previously worked with the Ministry of Energy, the Bulk Oil Storage and Transportation Company (BOST), and TOR itself.
He is also recognised as a co-founder of the Institute of Energy Security (IES), and has contributed to key energy projects across the continent in South Africa, Tanzania, and Mozambique.

The change in leadership comes at a time when TOR is undergoing a strategic overhaul aimed at restoring the refinery’s financial viability and operational capacity.
The new acting MD is expected to drive forward reforms that boost productivity, increase refining capacity, and position the refinery as a competitive player in Ghana’s downstream petroleum sector.

The Corporate Affairs Directorate noted that TOR’s management and staff are expected to support Mr. Kombat as he steers the organisation into its next growth phase.
The Tema Oil Refinery remains a critical asset in Ghana’s energy infrastructure, and this appointment signals the administration’s commitment to revitalising the sector and maximising TOR’s national contribution.
