
Accra, Ghana – March 30, 2025 – The Minister of Energy and Green Transition, John Abdulai Jinapor, has proposed the formation of a three-member expert committee to track the serial numbers of the missing Electricity Company of Ghana (ECG) containers at Tema Port, the Ghana News Agency (GNA) reports.
The minister revealed that 40 of the missing containers have already been traced to four locations, including aluminium smelting companies and warehouses across the country. He emphasized that tracking the serial numbers would help determine their final destination and identify all parties involved in their disappearance.
Efforts to Recover Missing Containers
Speaking on a television programme on Saturday, Mr Jinapor stated that some foreign nationals, including Chinese and Indians, had been arrested in connection with the recovered containers, while investigations are ongoing.
Reports suggest various methods of diversion, including:
- Containers being cleared from the port but never reaching ECG warehouses.
- Some ending up in private factories or being sold at low prices through suspicious auctions.
To address the issue, Mr Jinapor proposed that the three-member committee work alongside the National Intelligence Bureau (NIB)-led criminal investigations.
“The primary responsibility of the committee would be to meticulously track the serial numbers of the missing containers,” he said.
The team, which may include former customs officials and forensic experts, will analyze records of arrival and receipt of the containers with the support of national security.
“By tracing these serial numbers, the aim is to determine the final destination of each missing container and identify all parties involved in their disappearance,” the minister said.
Concerns Over ECG Auctioning and Future Measures
Mr Jinapor also raised concerns over the auctioning of ECG’s imported items—procured with taxpayers’ money—at suspiciously low prices. He suggested that valuable items such as electricity cables should be taken over by the state for rural electrification projects rather than being sold and melted down.
To prevent future occurrences, the minister proposed a structured payment plan between the Government and ECG to ensure that recovered containers are utilized for ongoing electrification projects instead of awarding new contracts.
Additionally, he is seeking clarification from the Attorney General on legal aspects concerning the ownership and autonomy of state-owned enterprises like ECG in such situations.
Mr Jinapor reaffirmed the Government’s commitment to resolving the issue and implementing reforms to prevent such incidents from recurring in Ghana’s energy sector.
