Mahama Issues Strict Code of Conduct: Bans Lavish Hampers, Gifts, and Conflicts of Interest in Public Office

President John Dramani Mahama has unveiled a comprehensive Code of Conduct for government appointees, placing firm restrictions on spending, gift acceptance, and potential conflicts of interest. The directive, launched on Monday, May 5, 2025, is part of his administration’s broader 120-day Social Contract to ensure ethical governance and restore public confidence in leadership.
Key Highlights of the New Code:
- Ban on Hampers and Gifts:
Appointees are now prohibited from using government funds, including Internally Generated Funds (IGFs), for hampers or gift items. The only exception is for modest staff gifts recognizing excellence or retirement. - Strict Gift Policies:
Government officials are barred from accepting gifts or favors, particularly from individuals or entities with an interest in government business. Gifts exceeding GHC 20,000 must be declared. - No Self-Awarded Contracts:
Appointees must not award contracts to themselves, family members, or close associates. Mahama described such actions as a “betrayal of public trust.” - Mandatory Disclosure of Interests:
Officials with stakes in companies that deal with the government—whether within or outside their ministries—must declare them in writing to the Office of the President.
“This document is not ceremonial; it is a living and enforceable framework,” Mahama stressed.
The President warned that violations would lead to serious consequences, including reprimands, suspension, or dismissal. These measures follow his previous directive that all appointees must declare their assets or risk losing four months’ salary and possible termination by May 7, 2025.
The new Code is designed to reshape ethical standards and reinforce public trust in government, especially as Mahama’s administration faces increased scrutiny over transparency and governance reforms.
