DVLA CEO Shocked by GHC300 Million and $151 Million Debt Inherited from Predecessor

Accra, Ghana – March 30, 2025 – The Chief Executive Officer of the Driver and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, has expressed shock over the staggering debt inherited from his predecessor, Mr. Agyemang Busia.
Speaking on TV3’s Hot Issues, Mr. Kotey revealed that the DVLA currently has outstanding debts of approximately GHC300 million and $151 million, a situation he never anticipated given the authority’s revenue-generating operations.
“The legacy debts, I never expected anything like that, but here I am faced with it. When you check our operations, everything we do has some amount of money on it. So, for me to inherit this debt from my predecessor, Mr. Agyemang Busia, it came as a shock.”
Audit Planned to Uncover the Cause of the Debt
The DVLA CEO indicated that a full-scale system audit will soon be conducted to determine how such a significant financial burden accumulated.
“We are going for a system audit, so I can’t put the cart before the horse. After the audit, we will know what the issues are,” he added.
Unexplained Contract Raises Alarm
🚨 Mr. Kotey further revealed an alarming contract signed in 2023, requiring the DVLA to pay GHC160 million over three years to a company whose actual work remains unclear.
🔍 The Ministry of Finance was expected to pay GHC50 million annually, but no payments have been made so far.
📌 The contract has now been forwarded to the Transport Minister, Joseph Bukari Nikpe, for review and further action.
“There’s a company that signed an agreement with DVLA, but nobody seems to know the real work of the company. They are supposed to do some system monitoring, and we are already in the third year, yet we haven’t paid a pesewa. Now, we are expected to pay all these monies.”
The revelation has raised serious concerns about financial mismanagement at the DVLA and the need for greater transparency in government contracts. The upcoming system audit is expected to shed light on the root cause of the debt and questionable financial commitments.
