
Accra, March 24, 2025 – The Attorney-General and Minister of Justice, Dominic Ayine, has disclosed the arrest of Kwabena Adu Boahene, the former Director-General of the National Signals Bureau (NSB), over allegations of diverting $7 million in public funds intended for Ghana’s cyber defense system.
Speaking at a press conference on Monday, Mr. Ayine detailed that the suspect was linked to financial misconduct, where he allegedly redirected funds meant for cybersecurity infrastructure into a private account.
Details of the Cyber Defense Contract
According to the Attorney-General, the contract was signed on January 30, 2020, between the Government of Ghana, National Security, and RLC Holdings Limited, an Israeli company, to procure cyber defense system software. The goal was to enhance Ghana’s cybersecurity capabilities in detecting, preventing, and responding to digital threats.
However, Mr. Adu Boahene allegedly engaged in unauthorized transactions, diverting the initial payment of GH¢27.1 million (approximately $4.5 million) on February 6, 2020, from the NSB’s account at Fidelity Bank to a private BNC account at UMB. Official records showed that the funds, meant for the cyber defense system, were instead transferred to his private company.
Legal Actions and Investigations
Authorities have indicated that Mr. Adu Boahene’s arrest is part of a broader investigation into financial mismanagement within the security sector. The Attorney-General assured the public that the government remains committed to transparency and accountability, stating that all individuals involved in misappropriating public funds will face prosecution.
The case has sparked concerns over cybersecurity preparedness, as Ghana continues to strengthen its digital defense systems against increasing cyber threats.
The Attorney-General’s office has vowed to recover the diverted funds and ensure justice is served. Investigations are ongoing, and additional charges may be filed as authorities delve deeper into the case.
