Government Imposes Strict Approval Rules for UNGA 80 Participation

The Government of Ghana has announced new directives regulating official participation in the 80th United Nations General Assembly (UNGA) in New York, scheduled for September.

In a statement issued by the Office of the President on August 30, it was made clear that no government official—including Ministers, Deputy Ministers, Chief Executives of state institutions, and other political appointees—will be permitted to attend the UNGA or any associated engagements without prior written clearance from the Chief of Staff.

The directive follows a Cabinet decision announced by President John Dramani Mahama as part of his “Resetting Ghana” agenda, which seeks to streamline foreign travel and ensure a leaner, cost-effective national representation at international events.

According to the statement signed by presidential spokesperson Felix Kwakye Ofosu, all invitations—whether from the UN, development partners, non-governmental organisations, think tanks, or private entities—must first be approved in writing by the Chief of Staff before acceptance.

Pending invitations already accepted or awaiting response are now considered void unless re-authorised through the same process. Officials seeking approval must channel their requests through their supervising Ministers to the Chief of Staff.

The government emphasized that only those formally cleared will represent Ghana at the UNGA, including side meetings, panels, receptions, and bilateral engagements.

The statement further cautioned that any official who disregards the directive will face sanctions under the Code of Conduct for Public Office Holders.
