
Zoomlion Ghana Limited has responded to growing public interest and social media discussions by clarifying its long-standing sanitation partnership with the Youth Employment Authority (YEA), emphasizing its commitment to youth empowerment and environmental cleanliness.
In a detailed public statement, the waste management firm addressed concerns about the structure, funding, and challenges of its collaboration with the government under the Youth in Sanitation Module, which has been in place since 2006.
background: partnership rooted in national service
The partnership, initially established under the Ministry of Youth and Sports via the now-defunct National Youth Employment Programme (NYEP), was designed to tackle unemployment while promoting cleaner communities.
Under the arrangement, the YEA recruits young people nationwide, while Zoomlion oversees and manages sanitation operations. “The agreement is structured to ensure that young people are gainfully employed while contributing to cleaner communities,” the company explained.
contract breakdown: allowances and logistics
Zoomlion clarified that each youth beneficiary under the programme is allocated a monthly package of GHS 850. Of this:
- GHS 258 is paid directly to the youth as a monthly allowance
- GHS 592 is allocated for logistics, protective gear, training, and administrative expenses
The company stressed that these funds are not treated as profit but go directly into sustaining operational costs.
delays in government payments taking a toll
A major issue Zoomlion flagged is the consistent delay in government reimbursements, which has gone on for over a year. The company revealed it is expected to pre-finance beneficiary payments, with the government reimbursing them quarterly — a commitment that has not been met.
“This has forced us to call for interest payments to cushion the financial loss we’re incurring due to the delay,” Zoomlion stated, while noting that it has not halted operations despite the financial burden.

Zoomlion used the statement to highlight its broader contributions to the Ghanaian economy and environment. These include:
- Building 36 waste treatment facilities, including 18 material recovery plants
- Creating over 6,000 core jobs and 30,000 jobs for tricycle operators
- Generating more than 200,000 indirect jobs in the sanitation sector
The company also emphasized its role in youth development and environmental stewardship through innovations and strategic partnerships.
