Deloitte Audit Report on Development Bank Ghana to Be Submitted to Attorney General – Finance Minister

Finance Minister Dr. Cassiel Ato Forson has confirmed that the Deloitte audit report on Development Bank Ghana (DBG) will be forwarded to the Attorney General for possible legal action, describing the move as a crucial step in restoring integrity at the state-backed financial institution.

The decision follows extensive consultations with key development partners, including the World Bank, African Development Bank, Germany’s KfW, and the European Investment Bank, all of whom have endorsed the government’s position that accountability at DBG is “non-negotiable.”

Dr. Forson stressed that those found culpable would face consequences, declaring:

“A new dawn is beginning for DBG, but swift reforms are critical to rebuild the Bank’s credibility.”

Background of Concerns

Governance concerns at DBG first surfaced last year, when the World Bank acknowledged it was reviewing allegations of financial mismanagement. Civil society advocate Bright Simons of IMANI Africa claimed that over GH¢400 million had been lost through improper contracting.

DBG has consistently denied wrongdoing, maintaining that no funds from development partners had been misused.

Reforms Underway

With Deloitte’s findings now complete, government is pushing through reforms to reposition DBG.

  • A new Chief Executive Officer, chosen through a competitive process, will be unveiled on Monday.
  • A reconstituted Board is expected to be in place by the end of October.

Interim Board Chair Albert Essien has pledged transparency and prudent governance — a commitment warmly welcomed by development partners as Ghana works to realign DBG with its mandate of financing the country’s economic transformation.
