Energy Minister Cancels Over $227 Million ECG Contracts in Major Sector Clean-Up

The Minister for Energy and Green Transition, John Jinapor, has announced the cancellation of over 202 supply contracts valued at more than $227 million as part of a sweeping clean-up operation aimed at boosting efficiency and eliminating financial waste within the Electricity Company of Ghana (ECG).

Speaking during the Government Accountability Series in Accra on Wednesday, July 16, 2025, Mr. Jinapor revealed that the cancelled contracts stemmed from a comprehensive review of 347 agreements ECG had entered into, many of which failed to meet agreed delivery timelines.

“To reduce ECG’s contingent liabilities and streamline inventory control and cost savings, the government initiated a comprehensive review of all ECG contracts,” the Minister stated. “The review identified 347 supply contracts in which the suppliers had failed to deliver the contracted goods within the specified delivery periods.”

He emphasized that the cancelled contracts involved undelivered supplies—not materials currently held at the ports—and represented a significant step toward improving accountability in the sector. The scrapped deals include $227.6 million, £1.17 million, and €4.08 million in commitments.

An additional 145 contracts are currently under review and may also be terminated, depending on the outcome of ongoing assessments.

“This action is in line with our commitment to clean up the energy sector, improve value for money, and ensure that procurement processes are strictly adhered to,” Mr. Jinapor added.

The move forms part of broader reforms under the government’s energy sector restructuring agenda, which aims to enhance transparency, accountability, and reliability in service delivery across Ghana’s power supply chain.
