Agbodza Raises Alarm Over Flawed Road Contracts, Cites Political Interference and Poor Design

Minister for Roads and Highways, Governs Kwame Agbodza, has raised serious concerns about the structure of road contracts in Ghana, warning that many are inefficiently designed and fail to provide value for money.

Speaking on the Citi Breakfast Show with Bernard Avle on Thursday, July 31, 2025, Mr. Agbodza stressed that the root of the problem lies not only with developers, but also with political interference and weak contract formulation.

“The things we have done to ourselves in terms of the kind of contract that we form cannot be blamed only on the developers; it has to be blamed on ourselves,” he stated.

He lamented the tendency of political actors to override technical due process, pressuring technocrats to initiate projects before they are properly evaluated or budgeted.

“If the project hasn’t gotten to the stage of contracting and you tell [technocrats] to go to the site, I doubt they can defy you and say they will not work on it,” he said.
“It is not always the case that the technocrats have decided to make work difficult for the politician — they will do what you ask them to do.”

Mr. Agbodza’s remarks come against a backdrop of widespread project delays, stalled construction, and arrears owed to contractors across the country.

Earlier in the week, he revealed that over 90% of road contractors are currently inactive, largely due to funding constraints and inefficient contract execution—a situation he attributed to systemic mismanagement in how infrastructure projects are initiated and funded.

The minister has advocated for comprehensive contract reform and a more transparent, professional approach to road construction as part of the government’s broader infrastructure push under the ‘Big Push’ initiative, which includes 24-hour project timelines and strict monitoring mechanisms.
