MiDA Pledges Support for U.S. Strategic Shift in MCC Partnership

The Millennium Development Authority (MiDA) has pledged its full support for the Trump Administration’s renewed focus on using the Millennium Challenge Corporation (MCC) to advance America’s strategic interests, signaling Ghana’s readiness to align with the agency’s results-driven model.
The commitment followed last week’s MCC Board of Directors meeting in Washington, where the body reviewed new partner country selections, assessed ongoing programs, and reaffirmed its evidence-based approach to development.
“MCC is an important tool to advance President Trump’s America First foreign policy agenda,” said Christopher Landau, Deputy Secretary of State and acting chair of the MCC Board. “With a focus on return on investment, an evidence-based approach, and a strict five-year implementation timeline, MCC ensures U.S. taxpayer dollars advance U.S. interests.”
Responding to the announcement, MiDA’s Chief Executive expressed Ghana’s readiness to align with MCC’s new direction.
“MiDA will implement MCC projects that focus on return on investment, an evidence-based approach, and a strict five-year implementation timeline,” he stated, reaffirming Ghana’s commitment to the partnership.
The pledge comes after a setback in 2019, when Ghana was set to receive $190 million under the second tranche of the MCC Power Compact. The funds, intended to support energy infrastructure upgrades and reforms, were suspended following the collapse of the concession agreement with Power Distribution Services (PDS), which the U.S. government deemed non-credible.
The PDS concession — central to the plan to bring private sector participation into the Electricity Company of Ghana (ECG) — was part of reforms championed under former President John Mahama. Its collapse was a significant blow to Ghana’s energy sector agenda.
With fresh calls for collaboration, MiDA says it is hopeful that renewed engagement with MCC can unlock opportunities for reform. “We believe the foundations laid under the Power Compact still hold value,” the MiDA Chief noted, adding that Ghana remains committed to transparency, private sector involvement, and results-based delivery in line with MCC standards.
As MCC sharpens its strategic focus, MiDA is positioning itself as a reliable partner capable of meeting U.S. expectations while ensuring Ghana derives long-term benefits from the cooperation.
