NIA Threatens to Disconnect Owing Institutions Over $457m Debt

The Executive Secretary of the National Identification Authority (NIA), Wisdom Yayra Kwaku Deku, has disclosed that several state institutions owe the Authority huge sums of money, warning that defaulters risk being disconnected from its systems by October 1, 2025.

Speaking on TV3’s Hot Issues on Sunday, September 21, Mr. Deku revealed that the National Health Insurance Scheme (NHIS) owes the NIA $58 million, the Passport Office owes $22 million, while the Ghana Revenue Authority (GRA) tops the list with a staggering $377 million debt.

“In total, NHIS owes $58 million, Passport is owing us $22 million, and GRA it is $377 million. By October 1, 2025, all institutions that fail to settle their debts will be disconnected,” he cautioned.

He added that although banks also owe the NIA, they remain largely consistent with payments since they require NIA verification services for daily transactions. “The banks, they do pay because if you don’t pay, we will disconnect you, and that means the whole day you cannot perform any transaction,” he stressed.

Mr. Deku further revealed that government currently owes Margins ID Group—NIA’s technical partner in the Ghana Card project—between $64 million and $68 million. The debt is linked to the Government Support Agreement (GSA), which requires the state to top up $3.4 million monthly whenever revenue falls short.

The NIA and Margins ID Group are partners in a Public-Private Partnership (PPP) arrangement overseeing Ghana’s National Identification System (NIS). The $1.2 billion, 15-year project sees NIA responsible for $531 million, while IMS of the Margins Group bears $678 million.

Under the agreement, the NIA owns the national data and infrastructure, while Margins provides the technical expertise for biometric software, identity management, and secure card production—forming the backbone of Ghana’s Ghana Card system.
